VA Loans & BAH on New Construction
By Travis Wright, REALTOR® with eXp Realty
Yes, you can use a VA loan to buy a brand-new home, and yes, your BAH often covers most, sometimes all, of the payment. This page explains both in plain language, with a direct link to the official BAH rate lookup, and why Elgin's price range makes the numbers work.
Part 01 ★ The Loan
How Does a VA Loan Work on New Construction?
No down payment and no PMI
Within your entitlement, a VA loan requires no down payment, and there is no private mortgage insurance. That keeps a new build affordable on a single-service member's income, which matters when you are also absorbing PCS costs.
The builder rules changed in 2025
Until March 31, 2025, the VA required builders to hold a VA builder number before a VA loan could close on new construction. That requirement is gone. What still matters: your lender's approval of the builder, a VA appraisal that clears Minimum Property Requirements, and a written builder warranty. Confirm all three before you sign.
A VA appraisal protects you
The VA appraises the completed home against Minimum Property Requirements, confirming the house is worth what you agreed to pay. On a new build, that appraisal also catches finish-out issues before you close.
The funding fee, and how to avoid it
Most VA purchases carry a one-time funding fee, but veterans receiving VA disability compensation are exempt. Your lender must itemize the fee, or its waiver, in writing. Never let anyone skip that disclosure. For the official rules on eligibility, the no-down-payment and no-PMI benefit, and the funding-fee disability exemption, see the U.S. Department of Veterans Affairs .
The honest rule
The funding-fee exemption, the no-PMI advantage, and the absence of a bidding war on new builds are the three reasons VA buyers keep choosing Elgin over older resale markets. Confirm your personal entitlement with a VA-experienced lender first.
How BAH works for Fort Sill and Lawton
BAH is set by your pay grade, dependency status, and Military Housing Area. The Fort Sill and Lawton area (MHA OK237) updates every January, and your exact rate depends on your own grade and family status. The current official figure for you is the number to budget with.
Representative 2026 BAH rates ★ Fort Sill and Lawton (MHA OK237)
| Pay grade | With dependents | Without dependents |
|---|---|---|
| E-1 through E-4 | $1,203 | $969 |
| E-5 | $1,233 | $1,092 |
| E-6 | $1,494 | $1,170 |
| E-7 | $1,587 | $1,209 |
| O-1 | $1,272 | $1,167 |
| O-2 | $1,491 | $1,227 |
| O-3 | $1,758 | $1,395 |
With-dependents rates in OK237 run from $1,203 (E-1 through E-4) to $2,298 (O-7 and above); without-dependents rates start at $969.
BAH rates change, typically each January. These figures are provided for planning only, so check your exact current rate on that official calculator before you budget.
Fall 2026 builder incentive ★ Select move-in-ready homes
Up to $10,000 in builder incentives
$5,000 builder credit + $5,000 matching lender credit with preferred lender on select homes closed by Nov 15, 2026.
On a VA loan, builder credits toward closing costs must comply with VA rules, so the exact split of builder credit, lender credit, and rate buydown depends on the home and the lender. Confirm the terms on the home you are considering.
Part 03 ★ The Math
Can BAH Really Cover a New Build in Elgin?
The secret to the Fort Sill area is not a big BAH check, it is low housing prices. Oklahoma BAH ranks among the lowest in the country, but so does the cost of the homes, which is the combination that matters.
Run a realistic example: a zero-down VA build around $350,000 comes out to roughly $2,600 to $2,800 a month all in, counting principal, interest, taxes, insurance, and any HOA, at current rate conditions. The exact number depends on the loan amount, the day's rate, taxes, and insurance. Compare that all-in figure with your own allowance from the official DoD BAH calculator above: coverage varies by grade and dependency status, so your own number is the honest baseline, not a blanket rule.
Add Oklahoma's low property taxes relative to most states, and the monthly cost of owning a brand-new home in Elgin often undersells the cost of renting on or near post. That is the math PCS families keep discovering, and it is why the builders keep building.
The Elgin advantage, in one line
Your BAH is priced for the Lawton market, but Elgin's newer homes hold their value better and sit on bigger lots. Same allowance, more house, better long-term asset.
