Can You Use a VA Loan to Buy New Construction in Elgin, Oklahoma?
Can you use a VA loan to buy new construction in Elgin, Oklahoma? Yes. The VA guarantees loans on new builds just as it does on resale homes, and Elgin's current new construction range, from the mid-$300s to around $500K, sits well inside the 2026 VA loan limit for Comanche County. What decides whether your purchase goes through is not the age of the house; it is your eligibility, the VA appraisal, the builder's warranty, and a lender that knows how to run a new-construction VA file. Here is the honest checklist, item by item, with the numbers that matter for 2026.
★ Yes: VA loans cover new construction
A VA loan can finance a builder's move-in-ready home, a spec home already under construction, or a to-be-built home under a new-construction purchase agreement. The same core benefits apply as on resale: no down payment within your entitlement, no private mortgage insurance, and competitive rates. The Department of Veterans Affairs guarantees the loan, which lowers the lender's risk and usually shows up in your closing costs.
What you need is the standard VA stack: a Certificate of Eligibility that confirms your entitlement, a credit and income file that qualifies at your loan amount, and a home you will occupy as your primary residence. For a military family, PCS orders cover the occupancy side of that equation, and the section on buying before your report date below goes into the timing.

★ What the 2026 VA loan limit means for Elgin
For most buyers, the loan limit question is simpler than it sounds. Since January 2020, veterans with full entitlement face no VA-imposed loan limit; the ceiling is whatever your lender will approve. The county limit only comes into play with partial or restored entitlement, and for Comanche County, where Elgin and Fort Sill sit, the 2026 one-unit limit is $832,750, up from $806,500 in 2025.
Now put Elgin prices next to that number. Current Elgin-area new builds run from the mid-$300s for the smaller entry plans to around $500K for the largest homes, so even the top of today's inventory lands far below the county limit. Headroom like that means upgrades, lot premiums, and closing-cost buydowns rarely push a VA buyer out of limit territory.

★ The builder rules changed in 2025
One of the most common rumors about VA loans on new construction used to be true, and it is no longer. Before March 31, 2025, builders had to register with the VA and obtain a VA builder identification number before a VA-financed new home could close. VA policy eliminated that requirement in 2025. Builders no longer carry VA builder IDs for standard new or proposed construction, and the VA also stepped back from its old builder complaint process.
What still has to hold is the substance that old registration was checking: the builder must be properly licensed and insured and approved by your lender, the completed home must pass a VA appraisal against Minimum Property Requirements, and the builder must provide a warranty, typically a one-year builder warranty or a ten-year insured protection plan. None of that requires paperwork between the builder and the VA anymore, but all of it requires confirming on your end before you sign.
The change is documented in VA Circular 26-25-1, and the buying process and new construction guide folds it into the full contract-to-closing picture.
★ The VA appraisal is the gatekeeper on a new build
Every VA purchase includes an appraisal, and on new construction it does double duty. The appraiser confirms the home is worth what you agreed to pay, and the VA's Minimum Property Requirements make sure the house is safe, sound, and sanitary at closing. On a to-be-built home, the appraisal is often done against the plans and specifications, with a final review when construction completes.
The VA stopped running its own construction-compliance inspections in 2006, so day-to-day construction quality is watched by local building inspectors and by you. An appraisal is not an inspection. A private, third-party inspection before drywall and again before closing catches finish issues an appraisal is not designed to look for.
That is exactly the ground the warranties and inspections guide covers, and the buying process guide shows where the appraisal sits on the calendar.
★ Funding fee: the 2026 rates and the disability exemption
Most VA purchases carry a one-time funding fee, and new construction is no different. For a first-use purchase or construction loan with less than five percent down, the 2026 funding fee is 2.15 percent of the loan amount, which is about $8,170 on a $380,000 loan. Put five percent or more down and the rate drops to 1.50 percent; ten percent or more brings it to 1.25 percent. Subsequent-use loans with less than five percent down run 3.30 percent.
The exemption matters most for veterans: if you receive VA disability compensation, the funding fee is waived entirely at zero dollars, and the same applies to surviving spouses in qualifying cases. Your lender must itemize the fee, or the waiver, in writing. The fee can also be financed into the loan, which is common on new construction where cash is already going toward lot and finish decisions.
The VA publishes the current table at its funding fee and closing costs page, and the VA Loan and BAH guide shows how a no-down-payment VA loan changes the monthly math in Elgin.
★ The BAH math in Elgin: where the allowance goes
Basic Allowance for Housing is set by pay grade, dependency status, and your Military Housing Area. The Fort Sill and Lawton area publishes 2026 rates that include $1,233 per month for an E-5 with dependents and $1,494 per month for an E-6 with dependents, with officer grades ranging higher. Those are planning numbers, not a promise, because BAH is updated every January.
Here is why Elgin buyers pay attention: BAH is priced to the Lawton market, and Elgin new construction meets that same allowance on newer homes with half-acre to one-acre lots. A VA-financed build in the $300,000s commonly lands in the $1,200 to $1,700 monthly range for principal, interest, taxes, and insurance, which means a large share of the payment, and sometimes all of it, is covered by the allowance depending on grade.
The full 2026 rate table for Fort Sill and Lawton, including officer grades, is on the VA Loan and BAH guide, and you can verify your personal rate on the official DoD BAH rates page.
★ Buying before your Fort Sill report date
PCS families buy Elgin new construction before reporting every year, and a VA loan does not get in the way. Your orders document the move and satisfy the VA's expectation that the home is your primary residence. The practical work is timing: a VA appraisal scheduled around your completion date, a power of attorney if closing happens while you are still stationed elsewhere, and remote inspections arranged through a licensed third-party inspector.
The buying-before-you-arrive guide walks through the whole remote process, and the Fort Sill new-construction primer covers how VA loans fit a PCS timeline.
★ Building on your own land? Ask about one-time close
Buying from a builder in an Elgin community is a standard VA purchase. Building a fully custom home on land you already own is a different route: a VA one-time close construction loan, which wraps the construction financing and the permanent loan into a single closing before work starts. One closing, no mortgage payments during construction, and the loan converts to permanent financing when the home is complete.
One-time close loans carry their own requirements, including VA Minimum Property Requirements and a final inspection with a certificate of occupancy, and not every lender offers them. In Elgin, most military buyers take the builder-community route, but the custom option exists for buyers who hold land.

★ The pre-sign checklist for a VA new build
- Pull your Certificate of Eligibility and confirm your entitlement with a VA-experienced lender before you tour models.
- Ask the sales office, in writing, whether the community closes with VA loans and how they schedule VA appraisals.
- Confirm the warranty in the purchase agreement: a one-year builder warranty or a ten-year insured protection plan.
- Budget the funding fee, or confirm a disability-based exemption in writing.
- Time the VA appraisal against your completion date and your PCS report date, with a buffer in between.
- Keep your own third-party inspections, pre-drywall and pre-closing, even though the VA appraisal covers requirements.
★ Frequently asked questions
Do Elgin builders accept VA loans? VA readiness is decided at the sales office and with your lender, not by any website list. Ask directly whether the community closes with VA loans and whether the builder allows a VA appraisal timeline, and get the answer in writing. The 2025 rule change removed the old builder-ID hurdle, so the questions that remain are lender approval, appraisal scheduling, and warranty terms.
Can I count BAH as income when I qualify for the loan? Yes, lenders can count Basic Allowance for Housing toward income, but lenders differ in how they document and treat it. Use a lender with real VA and new-construction experience, and ask how your BAH will be counted early in the process.
Do I need a down payment on a VA new build? Within your entitlement, no down payment is required on a VA purchase, new construction included. You may still owe the funding fee unless you are exempt, and your lender may require funds for closing costs.
